It may seem like old news, but Google just re-confirmed the top two factors impacting page rankings are (1) Inbound links from diversified local sites and (2) content. We can create our own good content, but establishing inbound links from other local websites is extremely difficult to accomplish.
I think most “traditional” small businesses are at a disadvantage when it comes to inbound link building. The typical strategies such as guest blogging or press releases will work, but there just aren’t enough local opportunities. However, there is another option– that’s trading inbound links between local companies (Guerrilla marketing at its best.)
